About the Topic
Redlining refers to the color-coding maps the Federal government used to rank the loan
worthiness of areas of cities from least to most risky loans. Waterloo was in the riskiest
category. Using Waterloo maps, Dr. Renfro illustrates how these housing policies over the
decades have affected African-American lives and does so yet today. .
